Position and manner of display (m) (1) the term 'half-staff' means the position of the flag when it is one-half the distance between the top and bottom of the staff; and this note: (It's sarcasm--there's no such thing as 1/3 staff, except when someone has made a mistake) Since I’ve received several questions about this post, I’m providing this reference:
