Gen Welch may have been the CINCSAC, but he was the first of the fighter wave---ATC and TAC before coming in at the top of SAC.  Not a bad leader though for a pointy-nose flyer.  I respected his Officer Professional Development system he implemented as the COS; especially the part of only doing one staff tour before returning to the wing to provide mentoring to the younger guys.  I liked the idea of no back-to-back staff tours; after a year at AFPC I was ready to get back to flying and the real AF.
